REQUIRED COMPETENCIES The Project Coordinator will play a key role in guiding the integration and quality delivery of Cesvi development programme on environmental protection and in contributing to strengthen the capacity of LA and NSAs of Juba County in solid waste management (SWM)
University-advanced degree in Water Engineering/Hydro geological studies and/or Political Science/Economics/Management
Minimum of 4 years professional experience in project management and/or and particular expertise in technical and managerial aspects related to service delivery and asset management in developing countries
Proven experience in program development High-level and proved experience in project management
Good administration and accounting skills (on-the-spot constant supervision and monitoring upon project administration is required) as well as experience in procurement and tender procedures as per EC funded projects
Highly motivated and with a desire to work with local non-state actors, local authorities and other national and international actors Project management – problem solving Capacity of marinating beneficial relationships with partners and local communities Ability to prepare clear and concise report and project proposals' development - writing skills
Proven capacity to effectively manage and mentor national staff with various levels of skills and experience Ability to work in post- conflict areas/difficult conditions and to make effective decisions Knowledge of structures and functions of national and international agencies, donors and organizations Capacity to work independently, strong strategic and creative thinking
Fluency in English (oral and written)
DESIRABLE COMPETENCIES A working knowledge of the South Sudan context would be an asset
Ability to manage, coordinate and motivate project staff Ability to work in and supervise a team, to negotiate under pressure with clan and religious leaders, local authorities, Ministries etc…
Previous experience in emergency contexts
Fluent Italian language
WORK CONTEXT After the Comprehensive Peace Agreement (CPA) signed in January 2005, Southern Sudan urban centres grew very quickly also due to refugees' return from Northern Sudan and neighboring territories. Regional and local authorities have not adequately planned and controlled the process of urbanization yet. The rapid and chaotic growth of urban centers caused severe social and environmental health problems, also due to an uncontrolled and unhealthy waste disposal in slums and informal settlements present in the outskirts of almost every Southern Sudan city, such as Juba, Yei, Malakal, Wau and Rumbek. The Project Coordinator will be based in Juba – the post will require frequent travelling in the country.
JOB DESCRIPTION The collaboration will start in May 2011. S/he will respond to the HQs Desk Officer and to Regional Representative in Nairobi. CESVI Nairobi Coordination Office will support the operations.
Main tasks: Be responsible of the overall project management and implementation of the project Supervise administration, accounting, procurement, staffing issues related to the project Manage liaisons with the local actors, the EC and all concerned authorities at municipal and regional level S/he will produce planning documents, including related financial provisions under the supervision of the Desk Officer for Sudan, at Headquarters level and the Coordination of the Regional Representative based in Nairobi S/he will produce periodic official reports according to project deadlines and donor-related requests S/he will ensure the elaboration of monthly internal report on achievements, projects, problems encountered, pertinent developments, and strategic needs S/he will personally attend all activities related to project management, including administration, accounting, procurement (in accordance with CESVI rules and regulations), staffing and reporting
S/he will attend meetings with local representatives of EC, UN agencies, Italian Cooperation local and international NGOs and local concerned authorities as well as other project stakeholders, whenever required
S/he will supervise all project activities, guaranteeing a constant support to all project stakeholders and providing, where required, technical inputs and field based support to partners and counterparts S/he will guarantee clear documentation of all project activities, through reports and other visibility tools, as required and agreed upon with CESVI HQs in order to promote in-country activities and to raise funds accordingly
S/he will be constantly involved in the development of new project proposals for private and public donors, according to CESVI Country strategy
S/he will carry out briefing and de-briefing with the Desk Officer for Sudan at HQs level, at the beginning and at the end of his/her assignment
S/he will attend a compulsory training at the beginning of his/her assignment at HQs level.
